Mystery assessment requires more than following a checklist. PBS assessors are prepared to understand the scenario and assessment criteria before entering the service environment, allowing them to observe interactions naturally and discreetly.
Training covers observation and recall, scenario execution, objective evidence and consistent interpretation of assessment criteria. Assessors are taught to distinguish what they observed from what they inferred, and to record their findings promptly after each assessment through a structured digital assessment system.

Discreet Fieldwork
Assessors are briefed on how to carry out each scenario naturally and discreetly while adapting appropriately to how the actual service interaction develops.
Field Verification & Controls
Field activities are supported by digital verification controls to strengthen accountability and traceability. Assessors check in at assigned locations using time-stamped, location-based attendance and identity verification, providing a verifiable record of field deployment.
These controls complement the assessment record and support subsequent review and validation of each assignment.
Guided Digital Assessment
Assessors complete a structured, guided digital assessment promptly after each visit while observations remain fresh. The form guides assessors through the required criteria, responses and supporting observations, helping maintain completeness and consistency across submissions.
Review, Analysis & Reporting
Submissions are reviewed for completeness and consistency before findings are analysed and prepared for reporting. The Project Manager oversees the reporting process, with results presented at the individual assessment, location or programme level as required.
From Assessment to Improvement
The purpose of an assessment is not simply to identify where standards were not met, but to provide organisations with a clearer view of where service delivery can be strengthened.
Where assessments are conducted over multiple rounds, findings can support improvements between assessment cycles, allowing subsequent rounds to evaluate progress and identify whether changes are translating into better service delivery.
